Bologna in de Kaukasus

13 mei 2015 | Wordt Jerevan in Europa en het HO net zo’n begrip als Bologna? De bijna 50 landen die samenwerken in de European Higher Education Area (EHEA) komen daar bijeen en men hoopt op doorbraken op essentiële thema’s voor HBO en WO, zoals Associate degrees en gezamenlijke erkenning van kwaliteit.

Namens Nederland woont minister Bussemaker de conferentie in het kader van het zogeheten Bologna-proces bij. De landen van de EHEA zullen zich de komende jaren vooral richten op verbeteren van de kwaliteit van het hoger onderwijs, onder andere door duidelijker te maken wat een student kan verwachten van zijn studie, en flexibele leerpaden aan te bieden.

In Armenië wordt bovendien gesproken over structurele hervormingen in alle deelnemende landen. Belangrijk accent zal daarbij liggen op wederzijdse erkenning van studiepunten en erkenning van zogeheten Associate degree-opleidingen. Doorbraken hier zijn voor LLL, MBO en HBO van grote betekenis. Tevens wordt gesproken over de erkenning van zogeheten first cycle (bachelor-) degrees als volwaardige arbeidsmarktkwalificatie en de kwaliteitszorg en erkenning van zogeheten joint programmes. Over dit lastige onderwerp voor vooral het WO zou een doorbraak naar gezamenlijke afspraken van bijzonder gewicht zijn.

Nog onontgonnen terreinen

Minister Armen Ashotyan van Armenië legt als gastheer de lat la vast hoog voor zijn collega’s en zichzelf. “Education has been a treasure of unequalled value to Armenia: in the manuscripts of Agathangelos, the fourth century historian, there is a proof that Terdat, the Armenian King gave orders to train Armenian children in the literary arts and in 405 AD Mesrop Mashtots created Armenian alphabet which became the turning point for opening schools throughout the provinces of Armenia.”

“Among other issues the 2015 Yerevan Ministerial Conference will attempt to identify the best ways to reinforce the Bologna Process in future and beyond 2020 and simultaneously strengthen the dialogue within and outside the EHEA. I stand by the principle that the EHEA is a platform where the differences of national values and diverse beliefs will facilitate to face the challenges of a new age.”

“The EHEA was and should remain the platform where minorities are integrated members of societies with equal opportunities, and last but not the least that EHEA should be accessible to all who are qualified by ability and attainment to pursue knowledge, understanding and determination to develop democratic societies that we need. Moreover, looking at the map of the EHEA there are still unrecognised territories where people are not exercising the advantages of the European education. This is an important issue since education should be without any discrimination and should provide solutions to the conflicts as a unique tool for the reconciliation and people to people relations.”
