De Akademie laat in het rapport 'Beyond RIO+20' zien waar en hoe ons land sterk is, zoals bij discplines in water, landbouw en voeding, milieu- en aardwetenschappen. Maar de kracht ligt vooral nog op een ander vlak, dat relevant is voor de wetenschappelijke bijdrage aan grote, wereldwijde grand challenges: in het leggen van verbanden. Nederlandse onderzoekers zijn goed in internationale samenwerking, en in het samenwerken tussen disciplines.
Ervaring en ambitie
De regering verzocht de KNAW te inventariseren wat de wetenschap heeft bijgedragen aan duurzame ontwikkelingen en wat ze de komende twintig jaar kan betekenen. Daarmee kan op de RIO+20 conferentie een feitelijk onderbouwde opstelling worden gekozen en Nederland zich precies daar profileren en presenteren waar het de meeste impact kan hebben.
"Dutch scientists have the proven track record, capacity, and ambition to support, and in some areas even lead, the transitions towards the institutional innovation that are needed to bring about the required improvements in sustainable development. The Academy strongly believes that many of the required improvements can indeed be made, and that science has a strong role to play," schrijft Akademie president Robbert Dijkgraaf onder meer in het stuk.
De genoemde wetenschapsgebieden bieden daar veel aankopingspunten voor. De kracht van Nederlandse onderzoekers ligt verder in het organiseren van de wetenschap en in het slaan van bruggen tussen wetenschap, overheid, bedrijfsleven en maatschappelijke organisaties.
Nadruk op samenhangende analyses
Verder moet Nederland, vindt de Akademie, zijn nu al grote bijdrage aan de zogenaamde integrated assessments versterken. Dat betreft discipline overstijgende rapportages die bedoeld zijn voor beleidsmakers, versterken. Nederlandse wetenschappers staan klaar om op deze gebieden hun internationale bijdrage te leveren.
Dijkgraaf schrijft in het stuk daarom: "At present, it has become clear that, despite the strong engagement of many, not all of the needed global change has been achieved, notwithstanding some remarkable successes where policy and science have come together, such as the protection of the ozone layer through a series of treaties and protocols.
In the view of the Royal Netherlands Academy of Arts and Sciences, the successive summits and conferences over the last few decades have lacked the institutional framework for collaboration between the scientific, public and private sectors, as well as civil society, that is needed to make major progress.
Interdisciplinariteit uitbuiten
The Academy therefore recommends that the Dutch delegation at the Rio+20 Summit should address these structural issues and urge the global scientific community to build new connections between the natural sciences, technology, social sciences and humanities by supporting virtual institutes that cooperate in an interdisciplinary mode.
The Dutch scientific sector should continue and increase its contribution to sustainable development based on its proven thematic strengths in the areas of governance, modelling and assessment, water, energy, biodiversity, health, food and agriculture."
