EU zwicht niet

18 november 2009 | Europa versoepelt zijn sancties tegen het regime van Loekasjenko voorlopig niet. Reden: het ontbreken van tastbare vooruitgang op het punt van mensenrechten, democratie en ruimte voor de civil society in de dictatuur Belarus.

“Due to the absence of tangible progress in the areas identifiedin the Council Conclusions of 13 October 2008, the Council is notable to lift the restrictive measures in place against certainofficials of Belarus. Therefore, it decides to extend until October2010 the restrictive measures,” stelt de Europese ministerraadvast. “At the end of that period, the Council will review therestrictive measures in the light of the situation in Belarus. TheCouncil may decide to reapply or lift travel restrictions at anytime, in light of actions by the Belarusian authorities in thesphere of democracy and human rights.”

“The European Union reaffirms its readiness to deepen itsrelations with Belarus in light of further developments in Belarustowards democracy, human rights and the rule of law and to assistthe country in attaining these objectives. Subject to progress inBelarus in these areas, the Council stands ready to take stepstowards upgrading contractual relations with Belarus. In light ofits engagement policy with Belarus, and in order to support thedevelopment of a democratic and pluralist environment, the EuropeanUnion will further intensify its cooperation with the Belarusiancivil society.

The Council welcomes the constructive and active participationof Belarus in the Eastern Partnership. In this context, andrecognising the importance of enhanced people-to-people contacts,the Council invites the Commission to prepare recommendations inview of obtaining negotiating directives on visa facilitation andreadmission agreements with Belarus, taking into account the commonapproach on visa facilitation, the recent evaluation of theexisting visa facilitation agreements, as well as the findings of atechnical expert mission to Belarus.”
