Investeren in MBO loont

29 november 2013 | Investeren in een gezond bestel van middelbaar beroepsonderwijs heeft grote invloed op de prestaties van jongeren op de arbeidsmarkt. Recente cijfers van de OECD laten zien dat Nederland, samen met Zwitserland en Duitsland, bovengemiddeld scoort.

In de cijfers is te zien dat Nederland boven het OECD-gemiddelde investeert in ‘vocational education and training’ (VET). Die investering betaalt zich uit in goede cijfers op de arbeidsmarkt. Het OECD-rapport zegt hierover. “VET students benefit largely from improving their skills in the workplace and programmes can take advantage from the partnerships that come with it. Combining school-based and workplace learning in an integrated formal education supports the incorporation of VET students into the labour market, helps keep the mix of provision up to date and enables programmes to share the costs of instruction with employers.”

De investeringen van Nederland in kwalitatief hoogwaardig MBO resulteren dan ook in gezonde scores op het gebied van de arbeidsparticipatie van jongeren die afstuderen in het MBO. Zo is in bovenstaande figuur te zien dat Nederland, net als Duitsland en Zwitserland tussen de 85 en 90 procent een baan vindt.

Ook OECD-CERI-voorman Dirk van Damme valt op dat investeren in hoge kwaliteit zich nadrukkelijk terugbetaalt in het MBO. “It is interesting that it is the relative cost of VET programmes which differentiates countries on employment. Countries which invest more than the average succeed in offering better job prospects.”

Wat Van Damme tevens opvalt is dat het grote hoeveelheid aan aanbod in Vocational Education niet de oplossing is. Zo tonen Slowakije en Tsjechië met lage cijfers in arbeidsparticipatie aan. “Rather, it is much better to have about 35% of students in vocational tracks and to fund them well, as can be seen in the case of Switzerland.”
