Europese petitie voor Dekker

12 oktober 2015 | De liga van Europese topuniversiteiten (LERU) start een petitie om Sander Dekker aan te moedigen tijdens het EU-voorzitterschap van ons land. Zij willen een flinke impuls voor open access, want “if Harvard, one of the wealthiest universities in the world can no longer afford it, who can?”

De LERU zegt bij monde van secretaris generaal prof Kurt Deketelaere: “Christmas is over. I call upon the European Commission and the forthcoming Dutch EU Presidency to work with all stakeholders and bodies involved, to bring sensible solutions to the fore.”

In een verklaring onderstreept de LERU – waarin ook de UvA, UU en Leiden deelnemen – dat uitgevers de universiteiten in Europa miljoenen uit de zak kloppen voor de kosten van hun ‘journals’. Het gaat in totaal om honderden miljoenen, zo waarschuwen zij. “Money which is not directly spent on research and education, even though it is largely taxpayers´ money.”

Niet vol te houden en restrictief 

Deze klachten komen niet uit de lucht vallen. Deketelaere wijst erop dat niemand minder dan Harvard al enkele jaren de noodklok luidt. “As Harvard University already denounced in 2012, many large journal publishers have rendered the situation “fiscally unsustainable and academically restrictive”, with some journals costing as much as $40,000 per year (and publishers drawing profits of 35% or more). If one of the wealthiest universities in the world can no longer afford it, who can? It is easy to picture the struggle of European universities with tighter budgets.”

De oplopende kosten blijven niet daartoe beperkt, zegt de LERU. “In addition to subscription costs, academic research funding is also largely affected by “Article Processing Charges” (APC), which come at an additional cost of €2000/article, on average, when making individual articles Gold Open Access. Some publishers are in this way even being paid twice for the same content (“double dipping”)”

Hup Moedas en Dekker!

De ontwikkeling van open access als deel van het bredere Open Science beleid van Carlos Moedas in de Commissie-Juncker moet daarom juist nu impulsen krijgen. Daarom richt men zijn pijlen op het Nederlandse EU-voorzitterschap en in het bijzonder op Sander Dekker. Deze heeft zich al vaker hiervoor sterk gemaakt en men hoopt op een toch wat activistischer opstelling van Nederland als aanvoerder van de Unie gedurende de eerste helft van 2016, dan in de plannen tot nu toe vanuit Den Haag naar buiten komt. “Further developing the EU´s leadership in research and innovation largely depends on it.”

Het LERU-statement “Moving Forwards on Open Access” is daarom bedoeld als petitie die de kennissector zou moeten ondersteunen als extra vitamineinjectie “to sign this statement and give a clear signal towards the European Commission and the Dutch EU Presidency.”
