Indiase professoren moeten harder werken

7 oktober 2009 | Professoren in India moeten meer uren maken. Nieuwe regelgeving verplicht ze om niet minder dan veertig uur per week te werken. Minimaal zes uur per week dienen ze te besteden aan onderzoek. Tevens moeten ze vijf uur per dag ‘beschikbaar’ zijn op de campus.

Minimum Qualifications

De nieuwe regelgeving die de werkdruk van de Indiase(assistent-) professoren bepaalt, is opgesteld door de UniversityGrants Commission, het staatsorgaan dat over de financiering vanhet HO gaat. De bepalingen zijn onderdeel van de recent ontwikkelde- en bondig getitelde – Minimum Qualifications for Appointmentof Teachers and other Academic Staff in Universities and Collegesand Measures for the Maintenance of Standards in Higher EducationRegulations 2009.

De veranderde werktijden zijn per direct ingegaan en gelden voordertig werkweken binnen het academisch jaar. De verplichte zes uurper week die leraren aan onderzoek moeten besteden, is ingesteldomdat de UGC een meer onderzoekende houding onder hen wilstimuleren. Professoren die veel tijd kwijt zijn aan netwerken ofaan administratief werk, krijgen twee uur ‘korting’ op de geëisteresearchlast.

Goverance en sollicitaties

Tevens heeft India nieuwe regels bekrachtigd voor governance binnenhet HO, zo meldt The Times of India. ‘No second-term,fixed tenure of five years and no holding office beyond the age of70 and an ‘integrity’ report if the Vice-Chancellor (V-C) joinsanother university. That’s UGC’s message to vice-chancellors ofnearly 400 universities across the country. In fact, the UGC wantsuniform regulations for V-Cs. Hitherto, different universities haddifferent tenure and rules.

The UGC has decreed that the term of office of the V-Cs in allcentral and state universities will be five years. Moreimportantly, there will be no second term in the same university.Another term as V-C is admissible in another central or stateuniversity subject to performance evaluation of the candidate bythe search committee and credibility/integrity report fromappropriate agencies.

The UGC has also laid down the selection process for V-Cs. A searchcommittee comprising persons of national eminence through a publicnotification will come up with a panel of names. The committee mustgive proper weightage to academic excellence, exposure to highereducation system in the country and abroad, and adequate experiencein academic and administrative governance, and adopt a transparentprocess.’
